The IEC Lead has responsibility for all aspects of Instrument, Electrical and Process Control related to the support of Projects

In General this Person Would:

Review jobs with Project Manager (PM) and Operations to understand scope, schedule, and quality requirements of the project and to assist with the development of project P&IDs for review and /or PHA review  

Determine the Instrument, Electrical & Process Control/Programming resource needs of the project.

Provide cost estimates of the IEC effort to the PM

Arrange for all resources needed to assure that the IEC aspects of the project meet the scope, schedule, cost, and quality needs of the project.

Assess the overall IEC status and report to PM as requested or biweekly as a minimum

Review and approve the IEC standards used on the project

Coordinate the work of the other IEC engineers, I&E designers, programmers, etc. to assure that the needs of the project are being met

Check the work of the I&E designers for correctness and quality or secure a designated checker for the project

Participate with other discipline leads with squad checks between disciplines (Civil/Piping/I&E, etc.)

Specify and order the instruments and valves on the project (provide progress information to the PM)

Assess Delta V hardware needs for the project. If new hardware is required, generate RFQ's and procure; This includes any communications hardware needed to tie into the existing Delta V network

Coordinate all Process Control Network additions through the Process Control Specialist Lead

Coordinate with the Process Control Specialists configuration and graphics work

Coordinate all I/O assignments with the assigned Process Control Specialist

Review and approve the I&E construction package deliverables: Instrument List Special instructions, P&ID Plans, Cable schedule, Process control requirement, Programming requirements, and all other deliverables included in the IFC package

Coordinate with the Piping Lead and Civil Lead on issuing the construction packages

Coordinate check out & commissioning activities

Job Requirements

Minimum of a Bachelor's degree in Electrical Engineering

10 to 15 years' specific experience as a project engineer working on the technical side of process plant projects

At least five (5) years' experience working directly at the processing plant site

Strong interpersonal experience required as this person will lead and co-ordinate teams of resources

Chemical plant or O&G experience required

Experience with control valves, actuators, positioners

Experience with field instrumentation such as pressure, flow, and level transmitters, regulators, etc.

Experience selecting and specifying instrumentation based on application

Familiarity with P&ID and PFD drawings

Experience with Delta V DCS systems

Experience with PLC systems

Experience with the function and design of low voltage power systems (480 VAC and below) including motors, starters, controls, power supplies, transformers, panels, etc.

Knowledgeable with IEEE, ISA, NEC, NFPA codes and guidelines

Knowledgeable of OSHA's Process Safety Management (PSM) and compliance with it
